Yngve Joseph Foss is Head of the Research Council of Norway Brussels Office, a position he has held since 2013.
Mr. Foss is currently Chairman of IGLO (Informal Group of RTD Liaison Offices), a Brussels-based group of 27 Member Offices from 25 countries. The aim of IGLO is to facilitate and enhance the interaction, information exchange and co-operation between Members of IGLO, their national research systems and the European institutions on issues related to EU RTD, in particular, the Framework Programme.
Mr. Foss comes from the position of National Contact Point for Legal and Financial Matters (FP7), and is a member of the Member State expert group on Horizon 2020 Model Grant Agreements.
Before joining the Research Council of Norway in 2008, Mr. Foss served as Senior Legal Adviser and Head of Section at the University of Oslo, with responsibility for setting up the first EU Grants Office at the university.
Mr Foss holds a Master of Laws (LL.M). degree, and a Bachelor of Arts degree in Communication Arts.
On his free time Mr Foss enjoys the outdoors, and likes reading and traveling. Mr Foss is married, with two children.

The EARTO Annual Conference 2017 will explore new ways and ideas on how RTOs can further contribute to increasing Europe's innovation capabilities and will look at what are the challenges hindering EU's innovation potential and how RTOs, industry, National and EU policy makers can work together towards more growth and jobs in Europe.
